Monaco Economic Board asserts its role as Chamber of Commerce at its Annual General Meeting

On Wednesday, 25 March, at the Méridien Beach Plaza, the Monaco Economic Board invited its members to its Annual General Meeting. The event provided an opportunity to review its 2025 results and present its future projects. A key development was also confirmed: a refocus on its mission as a chamber of commerce. The networking cocktail of the 56th Members’ Meeting was a fitting conclusion to the evening. 

The Annual General Meeting was opened by Chairman Michel Dotta, who recalled how fundamental Monaco’s stability is, embodied by H.S.H. Prince Albert II. He then announced a development in the MEB’s role: “With the arrival of Ludmila Raconnat Le Goff at the head of the Attractiveness Unit, whose remit has been expanded, a new complementarity is emerging. We will, of course, continue to work closely with this entity in a spirit of coherence and efficiency. But this development also offers us a clear opportunity: to refocus the Monaco Economic Board fully on its primary vocation – to be, more than ever, Monaco’s chamber of commerce.”

Guillaume Rose, Chief Executive Officer of the MEB, together with his Deputy, Justin Highman, presented the positive results of the past year. More than 70 initiatives were organised or co-organised, including economic missions, hosting foreign delegations, economic conferences, B2B events, and networking cocktails. All of these actions helped to provide many development opportunities for MEB members. Regular surveys of entrepreneurs who took part in these events throughout the year confirm both their relevance and the teams’ expertise.

The MEB’s “Invest Monaco” mission, which focused on promoting Monaco as a destination for foreign entrepreneurs and investors, was presented for the last time, reflecting the MEB’s refocus on its role as a chamber of commerce. On this point, Guillaume Rose highlighted a shift towards more activities and more services for businesses. An economic monitoring function, in coordination with IMSEE, was notably mentioned. 

As for the 2026 programme, following a trip to Zurich that showcased the financial sector — an important component of the MEB — the organisation is now looking to China in June for what is expected to be one of the year's highlights, among the many other initiatives planned.

Finally, the more than 200 business leaders in attendance approved the various items submitted to them, including the budget, the report on activities and the allocation of results.

At the end of the Annual General Meeting, Minister of State H.E. Mr Christophe Mirmand took the floor. Emphasising the quality of events organised by the MEB, he recalled that “these actions are not theoretical, they deliver results (…) they directly contribute to the development of Monegasque companies and to the vitality of our economic fabric.”

He also clarified the rationale behind the reorganisation of the Principality’s attractiveness policy since the appointment of Ludmilla Raconnat Le Goff as head of the dedicated unit. Monaco’s strengths must thus be “promoted through a coherent and unified message, particularly at the international level. This is why the Government considered it necessary to clarify the role of the various stakeholders to avoid overlapping missions and thereby strengthen collective efficiency.” He continued: “We must therefore ensure that our resources are well structured, to promote our strengths and be even more effective collectively, both internationally and nationally. (…) This development of the MEB aims to consolidate its role, clarify how it works alongside State departments, strengthen its legitimacy and enable it to concentrate fully on what constitutes its strength, namely service to businesses.”

Following his remarks, the 56th Members’ Meeting took place in the presence of the Minister of State and many officials. The evening once again illustrated the MEB’s capacity to catalyse interaction among Monaco’s economic stakeholders. More than 380 leaders and decision-makers from the Principality were in attendance. There is little doubt that new projects were initiated, new ambitions expressed, and new opportunities seized on this occasion.
